Gwinnett County has been one of the fastest growing counties in the U.S. for the past twenty years. Growth means subdivisions and that means more real estate parcels to be valued. As a result that puts pressure on the tax assessment department's available resources. When the bottom fell out of the real estate market a few years ago the Gwinnett County property appraiser was proactive and did what he could to automate many of the routine processes like filing property tax returns, and accepting or rejecting proposed assessment reductions online.

One of the ways Gwinnett County Chief Appraiser saved money was to outsource the commercial real estate appraisal section to an outside company, Tyler Technologies. Tyler is a public sector software company that produces a mass appraisal system that is used by assessors to collect data and generate taxable values. Tyler is also in the Cobb County Georgia commercial appraisal department. Some of the people that work for Tyler are former county employees and I count two fellow Fulton County employees that are now employed by them.

The Gwinnett County property appraiser also has one of the better websites in the Atlanta metro area. It is relatively easy to use and has good information. You can print out a report on your property or any property in the county that will show you the value, the value history, the property description, etc. Also you can see the sales in the assessor defined neighborhood. The sales can be downloaded and manipulated in Excel or some other spreadsheet program.

The moratorium on assessment increases in Georgia expired last year. The Gwinnett County property appraiser did not raise tax assessments agressively. However, the tax law here in Georgia does say that the tax assessors need to be close to fair market value. If they see that their values are low when comparing them to sale prices you can be certain that they will do what the law requires. The State of Georgia gets a cut of every property tax dollar in the State. They will penalize any county that they find has values that are too low.
